International Roma Day – The iconic photo and story before and after it

April 8 2026

Probably the most popular and most used photo of Help, which has earned cult status, is this one, which you see next to the cover story on International Roma Day, by Pavle Ćalasan, a famous Montenegrin photographer. He has shot the photo as a part of exhibition catalog of Help, at the beginning of the last decade (2010), and it was used and is still being used in the offices of Help at various addresses, everywhere where the German organization helps those who need it most. Behind the symbolic status of the photography there is a story both – before and after it, and it is about the Roma and Help in Montenegro.

This photo, in addition to its artistic qualities, the irresistible boy, the breadth of his embrace of the world, but also what we sense in the haze, reflects the part of Roma life in Montenegro even today, but fortunately it is no longer the dominant image of the life of it. Unfortunately, it is far from what it should be – but the changes – although insufficient, are visible, especially among young Roma women and men. Every day there are more of them who are educated, employed, empowered, role models for their community and others. Their activism and fight for a better life and position of the community are equally inspiring, not only for the Roma, but also widely – and show how, when you are ready to fight – the results will arrive sooner or later. For them, inclusion is not a worn-out term without real meaning, but a reality for which they fought and show others from their community the way.

However, some facts are still grim, everyday discrimination at all levels, the largest number of socially vulnerable citizens come from the Roma community, without permanent employment, health insurance, a solved housing issue, often without valid documents, still a low level of education – all of this still is landscape of the everyday life of Roma in Montenegro, but we are all working together to change the situation and the system.

The Roma community outside of Montenegro, everywhere continues to face numerous challenges and it is clear, its representatives warn, that even the limited progress achieved at all levels and in all European countries so far – is at stake due to current trends.

The European Roma Rights Center states in the proclamation on the occasion of April 8:

Every year on the 8th of April, institutions across Europe mark International Romani Day with statements of solidarity, carefully worded commitments, and social media posts featuring flags and Romani music. It is a day that we at the European Roma Rights Centre welcome, and one we wish reflected the reality on the ground more closely. For Europe’s largest ethnic minority, the gap between words of celebration and the lived experience of discrimination has never been wider, and the forces working to widen it further have never been more emboldened as they are today.

This year, we want to be honest about that gap. This is not the moment for gestures. It is the moment for clarity about what is happening, who is responsible, and what the rest of us, Roma and non-Roma alike, are going to do about it,” it written, among other things, in the proclamation on the occasion of International Roma Day.

We at Help, together – non-Roma and Roma, have learned to do this every day.

In 27 years of work in Montenegro – Help can proudly say that we have been there for the Roma community, i.e. communities, not only on important dates such as April 8, November 5 or December 10, but every day with different programs – and make a difference – from first aid, to housing, employment, education, empowerment to support for Roma organizations, as well as the introduction of mediators through pilot projects more than ten years ago, which today are the right hand and a bridge between the Roma communities and institution in different fields and at different levels.

WIN4Education Launches in Armenia, Expands to Georgia

A new pathway from education to innovation opened in Yerevan as partners came together on September 19th to launch WIN4Education, a six-month capacity-building and mentorship program for women and young people led by FAST with Teach For Armenia, and the Georgian Institute of Public Affairs (GIPA), supported by Inclusive jobs in ICT project within RECONOMY

RECONOMY is an inclusive and green economic development program of the Swedish International Development Cooperation Agency Sida – Styrelsen för Internationellt Utvecklingssamarbete , implemented by Helvetas in partnership with Help – Hilfe zur Selbsthilfe for the Eastern Partnership and the Western Balkan countries.

The first generation of 100 participants from nearly every region of Armenia has begun training and mentorship activities.

In parallel, GIPA has opened admissions in Georgia, extending the program’s reach across borders. Help’s Irina Stamatović opened the event by underscoring shared goals among partners: inclusivity, practical skills, equitable access to opportunity, and regional collaboration.

During the launch, UN Women representatives led a focused discussion on barriers and opportunities for women, helping set a clear agenda for inclusive participation.

WIN4Education aims to change lives, connecting participants to skills, networks, and real economic prospects.

The program targets hundreds of women and youth, including those most disadvantaged, so they can benefit from new economic opportunities in Armenia and Georgia.

The first cycle of the REF program has ended – young Roma, parents, tutors and mentors are impatiently waiting for the second phase

Semir Ferizaj, a 22-year-old student of the Faculty of Political Sciences from Podgorica, just starting his third year of studies, and the previous exam circle he had the opportunity to plan and prepare with tutoring and mentoring support, within the framework of the Education support program for young people from the Roma population, from pre-school education to studies, financed by the European Union through the Roma Education Foundation (REF), and implemented by the Parents and Help Association in Podgorica, Berane and Nikšić.

Working with a mentor and tutor helped Semir so much that preparing for the exams in the summer term was much easier than before. With gratitude to both the tutor and the mentor, for the well-designed support that motivated him, the most important thing for him was to confirm that the program will continue.

“It helped me a lot, but it will mean even more to me when I start receiving this type of support right now at the start of the new academic year.”

Semir will not stop at basic studies, but plans to continue his education, with the clear goal of helping his community – which, for better inclusion, also needs to have its own political representative. Education is, he is convinced, the main path to that goal.

Professor Todor Lakić is an assistant at the Faculty of Political Sciences of the University of Montenegro, and works with students every day, which is why he is often closer to them than regular professors. This has been of great use to him in providing support to Roma students, through the program of the Roma Education Foundation (REF), which is funded by the EU.

The realization of the first cycle coincided with the exam period, which is why a lot had to be realized on the fly:

“And we succeeded in it. Although I combined group and individual work, we achieved the results quickly, I would say especially thanks to the individual work with the students. Somewhere we just needed to upgrade, and somewhere we had to build some knowledge and habits, and that was easier through individual work,” said Professor Todor Lakić, summarizing the results of the first phase.

His key recommendation, just like with students, is that this program should follow the beginning of the academic year in the future.

“Thats opens up the possibility to work more thoroughly and better with these great young people and to get even better quality support”.

The REF project, which is financed with the support of EU funds, is implemented by the Association of Parents and Help.

Merima Dubović (16), attends high school in Berane – majoring in hairdressing. However, now she is already thinking about continuing her  education later on – first the fourth year of high school, and then maybe even enrolling in studies.

The hairdressing trade is important to her, it gives her security, but after she went through the REF program to support the education of young Roma women, her horizons broadened significantly. The tutors and mentors, engaged within the group and individual support, were very motivating and helped her, as well as other participants, to look at the organization of time for study and practice in a different way, but also how to think about the future. He is looking forward to the continuation of the program and the opportunity to exchange opinions with others.

She is currently focused son the school year that has just started, and the future is ahead of her, so she will decide what to do next. Getting support in the schooling process is very important to her.

Her mentor insists on supporting young Roma women within the program.

Lidija Vulević is a mentor of Roma high school students from Berane, and she believes that projects, such as REF’s, to support the education of the RE population, especially if they are carried out in continuity, are very important for supporting young people and the Roma population, who usually have worse starting positions than children from the majority.

As she says, in addition to the children, she also knew their parents for long time, which made the work and trust easier.

“There were two boys and two girls in my group, and in three months we managed to achieve a lot. The children integrated very well – they took all the training and practice they went through seriously – they understood that it was for their own good. There were also challenges, not with them, but because of the entrenched discrimination in our society, but we overcame it together.”

This, as well as the previous experience, made the mentor Vulević point out that, when it comes to the education of young Roma, emphasis and efforts should be especially invested in the education of girls from this community.

“My key recommendation is – within the program, a special focus should be on supporting the education of young Roma women”.

And Ibrahim Dubović (17), a young man from Berane, wants to become a professional hairdresser, which is why he enrolled in the program  as a high school student. Last year, he also participated in some competitions and was awarded, which confirmed to him that the talent is there. For the future, in addition to talent, serious work is also needed.

This year, tutors and mentors, hired for group and individual support, helped him through the program to support the education of young Roma/Roma women from pre-school education to studies, which is financed by the European Union through the REF, and implemented by Uduženje Roditelja and Help.

“With this craft in my hands – which I love and trays to working seriously, I can achieve a lot – they additionally convinced me of it and were very important as a support in the past few months. I hope that the support will continue in the future” – says the hard-working and communicative Ibrahim, who, in addition to attending regular schooling, works all the time to gain practice and improve his skills.

Continuing of his education is also in focus, because, he believes, his horizons will be opened and broadened – further from his native Berane.

Not just youngsters,  in addition to children, pupils and students, parents were also involved in the program.

Elizabeta Beriša, is an RE mediator for employment and also is a mother of three children, so she was a participant in the workshops for supporting the education of children from the Roma population – parts for parents.

According to her, the experience was fantastic, the lecturer was exceptional and very accessible. She received so many useful tips for improving communication with her children that, according to her, she now spends significantly more time with her children and most importantly with better quality of time.

An important feedback – her older daughter is so pleased with the improvement in their mother-daughter relationship that she sent the trainer a small gift as a sign of gratitude.

“We really need more workshops like this on a regular basis,” recommends Elizabeta.

The work of the first cycle was monitored by a Working Group established of representatives from relevant state institutions like ministries, centers for social work, RE NGOs sector and different local institutions. After the ending of the first phase, three recommendations were sent to the Ministry of Education, Science and Innovation (MPNI), which participates in the Working Group with as many as two members, as well as the Ministry of Human and Minority Rights.

At the end of the first phase of the project, according to Help’s project coordinator Anna Molnar, it can be said that the project has made significant progress in improving access to quality in the early and basic education for Roma children and strengthening inclusive practices in education.

“The activities included workshops for 101 Roma children, 54 of them preschool and 47 school children, as well as 10 parents.Trainings were organized for teachers, pedagogical workers and tutors and mentors in three cities (Nikšić, Podgorica, Berane) with a total of 37 participants. The “Caring Families” program actively involved 20 mothers through parenting support group sessions. Three equipped playrooms were established and additional workshops were organized for the development of digital skills and gardening. Through 51 home visits and information sessions, 14 children were enrolled in the first grade of primary school”.

Lepa Žunjić from the Parents Association emphasizes that the results are key and she noted the following:

  1. 101 Roma children (62 girls, 39 boys) participated in development workshops and school preparation programs.
  2. 47 school children attended 6 workshops focused on digital skills, ecology and social-emotional development.
  3. 54 preschool children and 10 parents participated in 6 age-appropriate workshops.
  4. 2 trainings for facilitators and 3 trainings for kindergarten and school staff were held, contributing to the inclusiveness of education.
  5. The “Caring Families” program motivated active parenting, increasing the involvement of families in the educational process.
  6. Playgrounds provide a safe place to play and conditions for additional development of children.

The projects through which we implement the support program are financed by the EU, and implemented by REF (Roma Education Fund), with partners from the Parents Association and Help within the project “EU Regional Action for Roma Education: Increased Support for Education and Opportunities for Roma Students in the Western Balkans and Turkey (RARE), Phase II.”

A New EU Project: Support for Vulnerable Groups through education and employment

Description:

The project address unemployment and employability challenges among vulnerable groups in Montenegro, with a focus on the northern region. As of March 2024, the country's unemployment rate is 12.88%, with vulnerable groups facing significant barriers. With the activities – Help and Pirena Amenca will provide education and skills training through a sub-grantee scheme, supporting 21 organizations to improve human rights and employability.

Aligning with national strategies, our aims are to empower civil society actors, particularly in the northern region, to support local development and reduce regional disparities. Through capacity -building and sub-grants for local initiatives, the project will be a showcase of civil society's role in advancing socio-economic inclusion and supporting small rural businesses.

Ultimately, it seeks to foster a more inclusive economy in Montenegro, by addressing unemployment challenges and enhancing employability among vulnerable populations.

Key approaches include:

  1. Empowering civil society organizations through capacity building
  2. Supporting vulnerable groups with education and skills training
  3. Funding local initiatives via a sub-grant scheme
  4. Fostering collaboration among stakeholders
  5. Advocating for policy changes

The project seeks to create a more inclusive economy by reducing regional disparities, improving employment opportunities for vulnerable groups, and strengthening civil society's role in local development.

DESCRIPTION :

Main activities:
The project is created on the basis of the assessment made by Help team together with the Ukrainian refugee association Good Deed and has the following components:

1) The first one is Montenegrin language courses for adults in Podgorica. There are now 3 groups (they’re learning language for 3 months and asking for prolongation, they need it for job, education and their everyday communication with their children’s teachers etc.). Also the Ukrainian partner organization has 37 people on the waiting list.

2) The second one is continuation of Montenegrin language courses for adults and children in Budva; there is also a waiting list for about 20 kids.

3) The third one is provision of electric bed sheets for families in Herceg Novi and Podgorica (30+10). Most houses and apartments in the Coastal Region are not equipped with any heating solutions and do not have winter warm in mind. Very often, especially in older buildings, there is no proper insulation. Therefore, the temperatures inside building never exceed 18° which is too cold for little children and older people.

4) The forth one are community initiatives (celebration of Christmas, Easter etc.) organized at 4 Ukrainian Centers. After coming to Montenegro, life of refugees is strongly affected by cultural barriers and differences; they feel excluded from society, sometimes even invisible. Good Deed will organize different types of activities for them, providing emotional and social support as much as possible.

5) The fifth one is a Social dance club for adults ones a week in Podgorica and Budva. We discussed the idea with Alevtina Kapusta, dance teacher from Ukraine, she has groups for kids and adults and she will be ready to help.

6) The sixth one is a dance group for children in Podgorica, it also connects with Alevtina’s dance school. From September she provides free dance classes for Ukrainians kids; as this dance teacher is also a refugee from Ukraine in need for covering her livelihood, she will be receiving a fee for running the dance group. Presently, there are about 14 children in the class.

7) Prolongation for rent agreements for three Ukrainian Centers in Costal Region (Herceg Novi, Bar, Budva).

8) Organizing six 2-3 days excursions for children and teenagers. Children and young people are the ones who suffer the most after the displacement from Ukraine. Very often they cannot adapt easily to the new conditions and need to be part of community which will make transition process easier for them. Excursions fulfilled with workshops and leisure activities are excellent way of making new friends. During the project implementation 6 excursions (each one for 15 children) in the Northern parts of Montenegro will be organized. Transport, accommodation and food for participants will be provided (including 5 meals – breakfast, second breakfast, lunch, snack and dinner). Help will also support leisure activities for children participating in trips – workshops, games, psychological support and evening gatherings will be organized.

9) Ad hoc assistance. “Ad hoc” assistance is provided based on single needs coming from the most vulnerable members of the community. Help will provide medicines, medical screenings, hygienic items for children and seniors (for example diapers, skin care products), special food (baby milk formula, gluten-free or lactose-free food) and other items necessary for needy refugees.

10) The last one concerns providing people with raincoats, rubber boots, and warm socks. The Good Deed Association has a list of people from Bar, Herceg Novi and Podgorica (pensioners, children, single mothers).

The aim is inclusively and sustainably contribution to an increased level of regional cooperation among the EaP countries.

Description:

Help has been working in Western Balkan to enhance living conditions and support social inclusion of marginalized population groups. In 2022 a pilot project was implemented in Moldova, aimed at providing tech training and creating career advancement opportunities to Ukrainian refugees and local youth, and women, with the objective of enabling them to work remotely from Eastern Partnership countries as freelancers for ICT/BPO companies in the global marketplace. As part of the cooperation with HELVETAS Swiss Intercooperation  the Regional Programme “Inclusive jobs in ICT” in Easter Partnership countries which is funded by the Swedish International Development Cooperation Agency (Sida) was launched.

Helvetas and Help are committed to leveraging their organizational capacities and resources to the best possible manner and supporting each other in fulfilling the stated objectives and obligations towards Sida. They are guided by the shared ambition to achieve sustainable, large-scale and socially inclusive impact through systemic change and acting in a facilitative role towards stakeholders and beneficiaries. The project has three main pillars: skills, business intermediation and advocacy. Its goal is to facilitate the development of demand-driven products and services that will increase the target group’s participation in the labor market and enable them to take advantage of decent job opportunities. The project is focused on stimulating systemic changes in the ICT-BPO sector. This involves working with various stakeholders, including private sector companies, industry associations and government agencies, to identify and address key challenges and opportunities in the sector.

Working in partnership with local stakeholders, the project aims to facilitate new behaviors that contribute to regional transformations in systems. These behaviors are designed to:

  • Address common problems, such as unemployment, exclusion of opportunity and climate change;
  • Are common across types of market actors; and,
  • Are common within one regional market system actor, across different countries.

The lack of cooperation between ICT companies and other industries is hindering the development of new products and services in the Western Balkans. This problem is compounded by technological underdevelopment, low investment in key sectors such as agriculture, tourism, and manufacturing, and limited digitalization skills among the workforce.

Climate-dependent industries, such as agriculture and tourism, face significant challenges due to climate change, unsustainable natural resource management, and energy issues. Households engaged in these industries are particularly vulnerable to such events. Failure to meet environmental standards in the supply chain and adapt to growing consumer demand for sustainability may lead to lower household income and further impoverishment of small family businesses.

To address these challenges, it is important to promote greater cooperation between the ICT industry and other sectors, as well as to invest in technological development and digitalization skills. Furthermore, efforts should be made to build resilience in climate-dependent industries through the adoption of climate-resilient practices and resource-efficient production methods.

Overall objective: It aims at the the provision of adequate accommodation capacity for emergency response in cases where this is necessary, such as the emergency accommodation of unaccompanied children through the renovation of existing facilities in Podgorica.
 
Specific objective: Providing adequate accommodation for Ukrainian refugees with focus on vulnerable categories such as children, women, persons older than 67 years, children unaccompanied by parents or legal guardians as well as persons with disabilities, children with disabilities as well as adults.
 
Expected results:
 
As of 1999, Help has been providing support to vulnerable groups (minorities, refugees, women, youth) in Montenegro, in line with its mission “to enable people to take charge of their own life and live self-determined in dignity, peace and security.” Help has been recognized in Montenegro as well as internationally as a reliable and experienced partner in implementing humanitarian relief measures in support of the most vulnerable population groups.
 
Although Montenegro does not share borders with Ukraine more than 49,000 Ukrainians entered Montenegro after 24 February, and start of war in Ukraine. At the moment, 33.739 Ukrainians stay in the country which is 5,4% of the overall population of Montenegro. While in absolute figures the numbers are relatively low, it must be taken into consideration that Montenegro has a population of only 628.276.   With the   damages done to Ukraine’s infrastructure returns to Ukraine have literally become impossible and numbers of refugees arriving are slated to increase even further.
 
Most people from Ukraine are present in the coastal cities: Budva, Bar, Herceg Novi, Kotor, Tivat, and in the capital Podgorica.

Help – Hilfe zur Selbsthilfe u u saradnji sa Ministarstvom ljudskih i manjinskih prava i Ministarstvom prosvjete, nauke i inovacija, raspisuje literarni konkurs za učenike osnovnih škola povodom obilježavanja Međunarodnog dana romskog jezika.

Pravo učešća imaju sva djeca iz romske i egipćanske populacije koja pohađaju osnovne škole na teritoriji Crne Gore. Učesnici su slobodni da izaberu temu po sopstvenom izboru.

Uslovi konkursa:

  • Rad mora biti napisan na romskom jeziku.
  • Rad ne smije biti duži od jedne stranice teksta.

Support for Young Roma from Pre-school Education to Studies – Project of REF, Parents.me and Help

Preschool children, primary and secondary school students, as well as university students from the Roma and Egyptian communities, will receive additional educational support over the next four months through three projects implemented in Berane, Nikšić, and Podgorica by Help Montenegro and the NGO Roditelji (Parents).

The projects, funded by EU through Roma Education Fund (REF), are aimed at supporting members of the Roma community to facilitate the inclusion of children into society — from preschool through primary and secondary education, all the way to university studies. The goal is to support all categories of young Roma, along with their parents, in becoming more effectively and practically integrated into the educational system at all levels. This will serve as a base for their more effective inclusion into society and help break the cycle of poverty, which is partly caused by, among other things, low levels of education, leading to poor socio-economic status for many — if not most — Roma citizens.

Some of the objectives specifically aimed at preschool and early school-age children from the Roma and Egyptian (RE) community focus on improving access to kindergartens, increasing parental engagement in early learning, enhancing school enrollment and retention, and improving educational achievement among Roma children in primary schools.

When it comes to projects targeting high school and university students, specific activities include mentorship, additional classes, career counseling, guidance for enrolling in higher education, as well as IT and digital literacy classes, all of which will provide concrete support for skill development and overcoming various challenges.

As RE students in primary school already benefit from RE mediators who assist them in learning, the REF projects implemented by The Parents and Help also envision the provision of teaching assistants and mentors for high school and university students from the Roma community. These roles are intended to help students better master their curriculum and more easily orient themselves in their career paths. To this end, a two-month paid internship and additional IT and digital literacy classes are also planned for high school and university students.

REF, Help, and the NGO The Parents (Roditelji), together with RE mediators, expect support and call upon all relevant educational institutions in Podgorica, Berane, and Nikšić to join forces in enabling easier and more effective access to education at all levels for young Roma men and women — and to ensure not just declarative, but real equal inclusion and opportunity.

The projects are financed by  European Union through Roma Education Fund (REF) within the framework of the “EU Regional Action for Roma Education: Increased Support for Education and Opportunities for Roma Students in the Western Balkans and Turkey (RARE), Phase II.”

Help at the end of 2023 and eve of 2024

Just like in the past two decades of its operations in Montenegro, in 2023, Help continued its constant support for the Roma-Egyptian (RE) community in Montenegro through various programs and projects. These efforts are ultimately aimed at the final goal of making our Roma and Egyptian fellow citizens, an integral and productive part of Montenegrin society, equal – not just formally but substantively.

To achieve this goal, it is necessary to improve all areas on which we have been working diligently and intensively for years, together with the community.

Although Help formally successfully concluded the RE Mediator project at the end of 2022, convincing state institutions through the dedicated work of the mediators that their engagement is a bridge between local institutions and the community, what has lead to continuing of 21 mediators staying on jobs in employment offices, social work centers, and health centers, we continued to press for the permanent solution of their status—through the systematization of the RE mediator position.

At the same time, some of the RE mediators continued successful cooperation with us through various projects focusing on supporting the RE community, such as institutional assistance to the most socially vulnerable families, support for women, assistance in addressing the problem of newborn registration, and accessing social protection services.

Help’s work and continuous support for the RE community have been recognized, leading to us being awarded the European Roma Integration Award by the European Commission.

In collaboration with the Ukrainian volunteer organization Good Deeds, Help continued to provide support to refugees from Ukraine in 2023 to facilitate their adaptation to the new circumstances. Alongside necessary first aid in clothing, bedding, and other basic necessities, we continued to support Montenegrin language learning classis for easier adaptation (employment and education) and psychosocial support with a focus on children, whom we took on three-day trips around country.

Human rights, empowerment, and support for the civil sector, as well as informal groups and individuals to implement projects crucial for local communities, with a special focus on northern Montenegro, are also being realized through two projects in partnership with Juventas. Apart of grants for project ideas, we provide mentoring support to civil society organizations, groups, or individuals for the quality implementation of various ideas.

We continued with the projects for supporting employment — with a particular focus on youth and women—and acquiring more quality skills, especially in the IT sector, enabling competitiveness in the job market and earnings for a decent living.

This is the focus of the second phase of the RECONOMY project for the Western Balkans and Eastern Partnership—connecting with businesses, especially the IT sector, sustainable tourism, and agriculture. The goal is to create as many quality and well-paying jobs as possible, following the needs of the market and the economy.

Expanding Help’s portfolio to sustainable development, our continuous collaboration with the Institution for the Execution of Criminal Sanctions (UIKS) extends not only to support programs for training and rehabilitation for prisoners, but also to energy efficiency.

Also we supported the installation of solar panels on selected agricultural farms for northern Montenegro.

With the goal of leaving no one behind, the most socially vulnerable, in 2023, we started participating in social housing reconstruction projects in Podgorica and Herceg Novi and water supply system adaptation in Berane.

As always, none of this would be possible without the support of our donors: primarily the German Government, our main donor, as well as the EU, ADH, Sida, Helvetas, the Embassy of France, the King Baudouin Foundation, the Church of Jesus Christ of Latter-day Saints, and Montenegrin ministries: of human and minority rights, labor and social welfare, public administration, and other partners with whom we implement projects to support the socio-economic inclusion of all and sustainable development of Montenegrin society.

For Every Child from the RE Community Must Be Ensured a Legal Identity

Essential for every Roma and Egyptian (RE) child in Montenegro is the ability to acquire legal identity. This legal identity will provide use of all rights guaranteed by the state for both children and parents. The RE mediators play a crucial role as intermediaries between parents and institutions. These were the conclusions of an information session organized by Help as part of the project “Reducing Statelessness among Roma and Egyptians in Montenegro,” funded by the Embassy of the Republic of France in Montenegro.

French Ambassador Anne-Marie Maskay highlighted the pivotal role of mediators as a bridge between the Roma-Egyptian community and state institutions, emphasizing their significant contribution to the social inclusion of the RE population. Emphasizing  the work and dedication of the mediators and valuing their  valuable field information,  Ambassador Maskay stated that the mediators are true ambassadors of human rights.

Dijana Anđelić, Director of Help’s office in Montenegro, emphasized the essential issue of acquiring a legal identity, especially for newborns. This is crucial for addressing one of the pressing issues—reducing statelessness among Roma and Egyptians in Montenegro. Anđelić expressed gratitude to the Embassy of France for supporting the project aimed at resolving the issue of legal status, which is a significant problem for a considerable part of the RE community in Montenegro.

The Head of the Directorate for Roma and Egyptians in the Ministry of Human and Minority Rights, Sokolj Beganaj, agreed that this is one of the key obstacles to the full inclusion of the RE community. He praised the institutions’ previous efforts in addressing the issue of statelessness. Beganaj point out of importance for a precise interpretation of the Law on Montenegrin Citizenship and announced the Ministry of Internal Affairs’ plans to address this issue by 2025.

Head of the Directorate for the Protection of At-Risk Groups in the Ministry of Labor and Social Welfare, Budimirka Đukanović, highlight the necessity of involving the Ministry of Internal Affairs and their support in the efforts to reduce statelessness in the RE community, having in mind their capacity as well as  jurisdiction and competences for the issue.

The lack of appropriate legal documents, especially Montenegrin citizenship, is one of the key problems emphasized during the discussion, where numerous challenges faced by RE citizens due to unresolved legal status were considered. The process of birth registration, accessing health insurance, as well as rights and benefits for parents, were crucial issues emphasized by Irina Stamatović, Help’s moderator for the information session. She presented a method for solving these problems through practical steps during registration.

Emphasizing the importance of protecting human rights, with special attention to children’s rights, Stamatović noted that registering newborns is a prerequisite for enjoying all other rights, including civil and social rights, as well as accessing healthcare, which is a key aspect of integration into Montenegrin society.

Help and Seljak.me signed an agreement on cooperation through the RECONOMY program

Help Montenegro signed an agreement with the online platform Seljak.me.

The project will support the expansion of the platform to the region of the countries of the Western Balkans in order to create and strengthen a more inclusive agricultural ecosystem in the Western Balkans, providing greater opportunities to disadvantaged rural farmers / agricultural producers, women and young people, who want to stay on their farms.

The total projected costs of the project amount to 78,000 euros.

RECONOMY is a regional inclusive and green economic development program of the Swedish International Development Cooperation Agency (Sida), implemented by HELVETAS Swiss Intercooperation in partnership with Help and others in the Eastern Partnership and the Western Balkans.

As of 1 July 2023 Help – Hilfe zur Selbsthilfe signed a Partnership Agreement with Helvetas Swiss Intercooperation, a Cooperation Partner to Sida, and thus became an Implementing Partner to Helvetas in Sida’s Regional programme on inclusive and green economic development in Eastern Partnership and Western Balkan countries. Their joint project “RECONOMY” supports Regional Programme Digitalization of sectors with growth potential for better economic opportunities” in Western Balkans.

New support in equipment for UIKS

Today, Help handed over wood and metal processing equipment to the Directorate for the Execution of Criminal Sanctions (UIKS), as a continuation of Help’s support to the prison in Spuž.

The current director of UIKS, Rade Vojvodić and the future Darko Vukčević, who will take up that position on December 15, emphasized the importance of this donation not only for the prisoners but also for the institution.

Donors from the Church of Jesus Christ of Latter-day Saints, Michael Martin and Ruth-Ann Martin, along with representatives of Help, Dženan Demić and Irina Stamatović, attended the presentation of valuable equipment to the UIKS administration.

This state-of-the-art equipment, including woodworking and metalworking machines with accompanying licensed training for prisoners, will in many ways positively affect their position by creating skills that will facilitate their reintegration into society after serving their sentence.

Help has been continuously supporting the UIKS  in their efforts to strengthen the self-sustainability of this institution through the reconstruction and equipping of its farm and workshops, as well as through training programs that will enable inmates to adapt and socialize more easily after completing their sentence.

Three Memorandums of cooperation have been signed with the Ministry of Labor and Social Welfare

The other of two Memorandums of Cooperation signed between the Ministry and Help organization provides support for the implementation of housing for socially vulnerable families in Montenegro, through the implementation of the project “Regional Housing Project and Housing for the Socially Vulnerable in Montenegro”. The target group are socially vulnerable displaced families who they live in Podgorica, Danilovgrad, Herceg Novi, Kotor, Gusinje, Plav and Pljevlja, primarily children, the elderly and health-issues families, as well as  the beneficiaries who were chosen through the Regional Housing Program project.

The residential buildings will be intended for already selected users, which was done in accordance with the procedures of the Ministry and RHP.

The second Memorandum envisages support for further strengthening of social inclusion and poverty reduction in the countries of the Western Balkans, through the implementation of the main phase of the project “RECONOMY”, which is financed by the Swedish Agency for International Development and Cooperation (Sida) and implemented in cooperation with HELVETAS.

The project will support the digitization of the sector with potential for growth for better economic opportunities in Montenegro and thus increase employment opportunities for women, young people and the most vulnerable.

RECONOMY is a regional program for inclusive and green economic development of the Swedish International Cooperation Agency (Sida), which is implemented in partnership with HELVETAS Swiss Intercooperation, Help and others in the Eastern Partnership and the Western Balkans.

Dijana Anđelić, director of Help Montenegro, signed three Memorandums of Cooperation with the Ministry of Labor and Social Welfare and the Municipality of Herceg Novi. The memorandums were signed by the Minister of Labor and Social Welfare, Admir Adrović, the President of the Municipality of Herceg Novi, Stevan Katić, and the director of the Help office.

“By signing the Memorandums on cooperation with Help, we will ensure the continuation of two current projects and the realization of a new project related to the construction of housing facilities for displaced persons and families in a social need in the territory of the municipality of Herceg Novi. This is another confirmation of the successful cooperation of our Ministry, i.e. of the Government of Montenegro with Help organization, which is reflected in the active participation in many projects that have contributed to the improvement of the living conditions of small communities, vulnerable groups, and their social inclusion in Montenegro society, defined by the activities of the Ministry of Labor and Social Welfare”, said Minister Adrović.

The Memorandum of Cooperation between the Ministry, the Municipality of Herceg Novi and Help is a support for the accommodation for families from the socially vulnerable groups who live in the settlement of Bajkovina and the municipality of Herceg Novi, through the implementation of the project: “Housing care for the socially vulnerable in the municipality of Herceg Novi”. The target group are local  vulnerable families living in the settlement of Bajkovina,  the municipality of Herceg Novi – primarily children, the elderly and families with serious health issues.

“It is a great honor for us to be recognized as a partner who in the coming period, in cooperation with the Ministry, will contribute to the improvement of the situation in the social housing sector, which for Montenegro is one of the most significant activities that will be implemented in the coming period, in addition to, previously successfully implemented the regional housing program, which for Help represents a new way of cooperation with state institutions. Through this project, in the social housing component, we will provide over 3,000 square meters of newly built and adapted housing that will meet the needs of social welfare beneficiaries,” Anđelić said.
